Rent stabilization attorney for New York City building owners
I represent owners of rent-stabilized buildings in Brooklyn, Queens, Manhattan, the Bronx, and Staten Island. I represent owners only, and I own and manage rental property myself.
What I handle
- Rent stabilization audits: every apartment's DHCR registration history checked against leases, ledgers, and the rent roll
- Legal regulated rent calculations and rent history reconstruction
- Review of apartments claimed as deregulated, including high-rent vacancy, individual apartment improvements, and J-51 history
- Substantial rehabilitation exemption claims
- Late and missing DHCR registrations and the $500 per apartment per month penalty
- Defense of tenant overcharge complaints at DHCR
- Rent stabilization due diligence for buyers of multifamily buildings
- Lease and renewal lease compliance, including required riders
Who I work with
Owners of rent-stabilized buildings, usually pre-1974 buildings with 6 to 40 apartments, along with their managing agents and buyers under contract. Many clients bought the building recently and inherited a rent history they did not create.
How an engagement works
- Flat-fee review. I review the registration history, leases, and rent records and deliver a written memo stating what is exposed and what to fix first.
- Scoped work. Corrected registrations, DHCR responses, or overcharge defense, each quoted as a flat fee before it starts.
Owner guides
Plain explanations of the DHCR notices and procedures owners run into most: late registration, treble damages notices, substantial rehabilitation, and more.
Have Evan review it
Send the building address and a short description of what prompted the question. I will tell you what the review would cover and quote a flat fee before any work begins.
Flat fee, quoted in writing before any work begins. Written memo delivered on a fixed date.
